The formal presentation of the implemented project of the Ministry of Interior and NGO Judges Web “Digitalization of police directives” and “On-line police stations”
On the formal presentation of the successfuly implemented projects “Digitalization of police directives” and “On-line police stations” of the Ministry of Interior and NGO Judges Web has been held in the premises of the Directorate of the Ministry of Interior. The audience were addressed with the commemorative speeches from the General Director of the Ministry of Interior Mr. Oliver Grbić, President of the Judges web Mr. Dražen Komarica, State Secretary for E-Croatia Mr. Igor Lučić and Her Excellency the Ambassador of the Kingdom of the Netherlands Mrs. Stella Ronner-Grubačić.
The idea for the project was based on the "Progress Report on Croatia" from the Commission of European Communities. In cooperation with the Administration of the police was concluded that there is a unique and complete list of guidelines and instructions that are essential for everyday police work. Also, there was a conclusion that projects should improve the transparency of the Croatian police stations, which is of mutual benefit for both employees of the Ministry of Interior and the entire citizenry.
Accordingly, the Ministry of Interor and the NGO Judges Web have signed on 20th of October 2009. in Zagreb, in the Ministry of Interior, Ulica grada Vukovar 33, Agreement on Cooperation. On behalf of the Ministry of Interior agreement was signed by the Minister Mr. Tomislav Karamarko and the President Mr. Dražen Komarica on behalf of the NGO Judges Web. It was relating to the mutual cooperation in the implementation of these two projects.
Through such joint projects of civil organizations, which seeks to raise awareness about the real situation in the country and the wishes of citizens, and in accordance with the needs and responsibilities of state institutions, is a form of cooperation that leads to the fulfillment of the main preconditions for democratization of society.
As pointed out in his speech, Director General of Police Mr. Oliver Grbić, the purpose of these projects is a step towards the modernization of the police, and the adjustment of the Ministry of Interior to the European standards.
The development of ICT infrastructure and the publication of the police station on the web site, enhances communication with the citizenry and enhances transparency and confidence in the work of state institutions. Also, it facilitate access to information about the work of police stations.
Implementation of these projects has been possible through the financial support of the Ministry of Foreign Affairs of the Netherlands, by which the Administration of the police received a donation of computer equipment in permanent ownership and software solution made accordingly to their instructions and guidelines as to the sustainability of these projects.
In a speech of Her Excellency the Ambassador of the Kingdom of the Netherlands Mrs. Stella Ronner-Grubačić she said that her country had a critical view of the Croatian accession negotiations to the EU, but only because they wanted to encourage Croatian progress in meeting all set standards. Further, she pointed out that on the contrary, today we would not be here, and also would not be able to realize today's projects. Sheu also expressed the view that such initiatives are a good example of successful cooperation between civil society and government institutions and she asked to be encouraged and identified as such in the future.
After the successful finalization of these projects, Judges Web wants to continue cooperation with the Ministry of Interior and plan new projects that will be to the benefit both to the citizens and to the Ministry of Interior.
Short description of the projects
"On-line police stations"
The project is guided by the idea of facilitating the access of civil society in police work and a greater availability of data on police stations, their employees, officers and contact phone numbers, addresses, and specific areas of work of the police station.
The aim of this project is that citizens in one place, provided in the same way as search data from the judiciary have search data from the police. In this way we've achieved standardization of display and search, and thereby facilitate citizens access to information about police work, their employees and the duties they perform, as well as the simple search mode through whole application for a wider group of users.
On the application there are 139 police stations, 6 airport police stations, 11 stations of the Border Police, 6 Coast Guard stations, 19 traffic police stations and Directorat of police station. A total of 687 community police officers entered, 20 public relations officers, 6 Coordinator, 165 head of departments, 20 chiefs of police and 20 deputy police chiefs.
There are two ways of search:
- according to police stations
- according to the jurisdiction of the local institutions
It is extremely important to note that we have linked with this project on one web page the search through all courts, state attorney and expert witness/interpreters which makes us unique in this area.
"Digitalization of police directives"
The project was presented by Mr. Nikša Jelovčić, a police officer from the Department for Prevention in the Office of the Director General of Police.
The project aims to create an effective mechanism that will significantly reduce the burden of administration and improve the efficiency of the police. It will also help all employees of the police to obtain information in a simple and fast way, about the performance required for everyday work. .
